First, it must be mentioned that there is some new terminology that is to be used on this website particularly the new terms referent systems and frame of reference. The terms are not familiar as they are new and ARE NOT necessarily the dictionary definition. The intent is not to cause confusion thereby but propose a new kind of clarity for thinking outside the box for new solutions.

The author, then, is asking ahead of time for some patience. It is hoped the meaning would become clear as the new definitions are explored fully! Lindblom
